InterLife Readiness Systems™ is an independent standards program of CCM Medical Services. It publishes one standardized United States doctrine for arriving life forms, synthetic entities, and vessels — detection, containment, medical screening, classification, communication, and lawful disposition.
The Objective
SECTION 01If an emergent life form or unidentified vessel arrived tomorrow, no agency holds a single approved procedure for screening it, containing it, classifying it, or deciding its status.
Existing authorities are fragmented: airspace control in one department, quarantine power in another, planetary protection in a third, custody and disclosure in a fourth. In an actual arrival event, that fragmentation is the hazard.
This doctrine closes the gap with a common classification vocabulary, a fixed escalation ladder, containment tiers, and standardized documentation any agency can adopt as written — before an event, not during one.

Operating Principles
SECTION 02Six principles govern the classification system, containment tiers, and response sequence. Where a specific procedure is silent, these principles decide the action.
Medicine Leads Biological Cases
Any entity with biological features is a medical and biosafety problem first: pathogen screening, exposure control, and personnel protection precede all other decisions.
One Classification Vocabulary
A county paramedic, an airman, and a cabinet-level office describe the same arrival the same way — Class I through V, Tier 1 through 4, Phase 1 through 6.
Fixed Escalation, Not Negotiated
Lead agency is assigned by entity class before an event, so no two authorities can assert command over the same arrival while containment waits.
Every Decision Produces a Record
Each phase closes with a standardized packet and a named authorizing signature, so actions taken during an arrival event can be defended afterward.
Anchored in Existing Law
Quarantine power, airspace control, planetary protection, custody of evidence, and disclosure sequencing — the doctrine operates inside authorities that already exist.
Development Stage
SECTION 03The program states its stage openly, so reviewing bodies know exactly what they are evaluating.
Revision 1 — Unclassified Release
The entity classification system, containment tiers, six-phase response sequence, communication protocol, legal basis, and documentation packets are complete and published for agency review.
Agency Review & Adoption
Departments run the doctrine against their standing authorities and chain of command, then adopt it as written or under a mapped departmental annex.
Exercise & Revision
Tabletop and field exercises produce After-Action Reports, and reviewer findings feed directly into the next doctrine revision.
