Classification is the first substantive decision of any arrival event, because it determines lead agency, containment tier, and which assessment set applies. Five classes cover every case, including the case where the entity cannot yet be identified.
A living organism of emergent or off-world origin. Handled under medical and biosafety doctrine first.
Autonomous, robotic, or computational entities, including intelligences presenting without a body.
Entities that are simultaneously biological and engineered. Both doctrines apply in parallel.
Vessels, transports, and structures — treated as both a hazard site and a potential occupant.
Phenomena that cannot yet be classified. Held at the most restrictive posture until resolved.
Containment starts at the most restrictive tier and is stepped down only on documented clearance criteria — never stepped down informally, and never by the person on scene alone.
No physical contact. Remote sensing only, standoff perimeter held, no personnel inside the exclusion radius.
Contact only through sealed barrier with full protective equipment, closed atmosphere, and decontamination on exit.
Supervised direct interaction inside a controlled facility, continuous monitoring, and named medical officer present.
Movement permitted under escort and monitoring after clearance criteria are met and documented in full.
A fixed chain, in order, so that no agency has to determine its role while an event is in progress.
Contact is a controlled procedure, not an improvisation. These rules govern any attempt to signal, interpret, or negotiate with an arriving entity.
Each doctrine action is mapped to an authority that already exists, so adoption does not require new law to begin — only alignment of what is already on the books.
Standardized packets are produced at defined points in the sequence, in formats readable by both clinicians and automated systems.
The most common failure is a well-meaning individual making contact without protocol. The doctrine puts a defined, rehearsed action in that person's hands instead.
Two agencies asserting lead simultaneously stalls containment. Lead assignment is fixed by entity class before an event, not negotiated during one.
Actions without a written authority and signature cannot be defended afterward. Every phase produces a record by design.
